Telegrams now received from Hotels Association, Kowloon Chamber of Commerce and Federation of General Labour Unions. First two bodies request my intervention to secure suspension or non-enforcement of Ordinance pending consideration of petition. Copies of all three telegram follow by air mail.

Please inform senders that I have received their telegrams, that I am not (repeat not) prepared to take any action in the matter pending consideration of petition submitted by Hotels Association through you, and (on assumpiton that Ordinance does not contain suspending provision and that you have signed it) that its operation cannot be suspended ather than with the advice and consent of the Legislative Council signified legislatively.
